But even then you can think of them as a vehicle to farm other more powerfull sets. This is very common as in some cases the rewarding sets are weak or not easy to play. Third stage is deciding if you want to stick to this build that you already invested some time creating or disregard it and play with a better build using a different set. So, usually, you have to farm 10 more items. The set is 6 items and you wear 13 in total and 3 others in the cube. Remember, in order to get the full build working, you need more than the set items. With it, you can jump to a lot higher difficulties where farming is easier and items drop by the hundreds. Having a set early on (whatever that set may be) is going to make all the difference in the world.

This is one of your first priorities once you reach lvl 70. Every season, for each class there is a set that is rewarded to you after completing some quests. It can take a while, if you are inexperienced, but there are some tricks here to speed you, like the challenge bag trick. You can skip campaign and jump to adventure mode insantly.
